Fleet Problem Number 13," (1932?) was a mock attack on Pearl Harbor, and was observed by Japanese naval officers at the Japanese consulate on Oahu. This exercise was designed to assess the vulnerability of Pearl Harbor, and the results were widely publicized.

The U.S. Naval War College explored scenarios of potential attacks on Pearl Harbor between the two World Wars. These war games included simulated air attacks which the Japanese noted.

The American government probably knew that, like the First World War, they would eventually be dragged into the war so allowed possible scenarios that would get the people angry enough to fight.

Wasn't the US covertly bombing Japan from China prior to Pearl Harbour?
